Weddell Data Centre Survives NT Moratorium Vote: $40bn, 185ha Darwin Campus Still in Play – October

2026

22 October 2026 · 7 min read

The Weddell data centre site south of Darwin has survived its first big political test. On 14 October 2026 the Country Liberal Party government used its majority in the NT Legislative Assembly to strip a proposed moratorium on AI data centres out of a motion, keeping the door open for Beetaloo Digital's proposed $40 billion, 2 gigawatt campus on 185 hectares at Weddell.

The vote came a day after two petitions with a combined 15,000 signatures were tabled in parliament. Labor has now swung behind a moratorium on hyper-scale data centres, so the Weddell data centre is shaping up as the defining land use fight in the Top End.

What happened in parliament this month

Independent Member for Johnston Justine Davis tabled the two petitions on Tuesday 13 October. The following day she moved a motion calling for a moratorium on all AI data centre developments while an inquiry under the Inquiries Act looked at electricity prices, water security, emissions and land use.

The government did not simply vote it down. It amended the motion, removing both the moratorium and the inquiry, then passed a version noting that the Territory has signed up to national data centre standards and praising what it calls a nationally consistent approach to the industry.

Opposition Leader Selena Uibo then confirmed Labor now backs a moratorium on hyper-scale data centres until 1 July 2027, with the findings of a review to be published before it ends. That is a shift. In August Labor had called only for an independent review and said a moratorium was unnecessary.

Business Minister Robyn Cahill told Question Time a moratorium would send a bad message to investors. The government says 12 prospective data centre developers are looking at the Territory.

Why Weddell and why now

Weddell is not a random paddock. It was long flagged as the Top End's next satellite city, which means the Territory has held a large, relatively unencumbered landholding close to the Darwin grid, the port and future workforce housing.

The Weddell data centre pitch is built around energy rather than fibre. Beetaloo Energy's managing director Alex Underwood has described it as an energy and digital infrastructure precinct, with gas from the company's Beetaloo Basin wells piped north to a power station on site. The company has said it plans to deliberately oversize that plant and feed surplus electricity into Darwin's grid.

The numbers are large for the Top End. The ABC reported that 2 GW is more than six times the combined 2024-25 peak demand of Darwin and Katherine. The company has compared the scale of investment to the Ichthys LNG project.

Beetaloo Energy has also been open about its motive. Its aim is to create a local market for its gas at scale, not to become a long-term data centre owner. In late July it signed a non-binding memorandum of understanding with Halliburton covering field development, drilling and potentially modular gas-fired power.

The government's view

Chief Minister Lia Finocchiaro has pitched the Territory as a natural data centre hub, pointing to reliable gas-to-power backed by renewables and Darwin's proximity to Asian markets. Lands, Planning and Environment Minister Joshua Burgoyne has said the Territory is open for business and that other investors would be considered if Beetaloo Digital does not move quickly.

That last point matters for anyone watching the land. The not to deal arrangement is time-limited. If the Weddell data centre does not reach the milestones the government expects within the year, the site could be offered to someone else.

The opposition and the regulator

Community concern has grown quickly. More than 60 people attended an information session Ms Davis organised in Darwin in August, raising water use, noise, gas-fired power and the small number of long-term jobs. Nearby rural residents have pointed out that many households around Weddell rely on groundwater and bores.

The regulatory mood has also shifted. On 8 October the NT Environment Protection Authority said it had a low level of confidence in the environmental planning for Energy North's Project Ares, a separate 19,150 hectare hyperscale proposal on Murranji station in the Barkly. The EPA found insufficient information on most environmental aspects and now requires a full environmental impact statement. Project Ares is not near Darwin, but Labor cited that finding as the reason for its change of position.

Nationally, the Albanese government plans to legislate data centre standards in 2027, which may cover recycled water use. Developers in the Territory will need to satisfy those rules as well as local approvals.

Darwin's existing data centre market

The Weddell data centre sits at the extreme end of a market that has been growing steadily in the Darwin CBD. NEXTDC opened its D1 Darwin facility in 2024 and topped out D2 Darwin in March 2026. D2 will add another 6 MW or more of capacity in the CBD and is targeting Tier IV certification. Industry reporting has scheduled its completion for the first half of FY27.

D2 has been linked to Google's Australia Connect initiative and the Bosun subsea cable, which will connect Darwin to Christmas Island with onward links to Singapore. Google is working with Vocus, NEXTDC and SubCo on that system. Darwin's case has always been its position as Australia's closest major city to South-East Asia.

Back in 2021 DCI Data Centers also secured a 2.7 hectare site in Darwin Technology Park for a planned 10 MW facility, with an option to expand to 5 hectares. Those are the realistic comparables for data centre land in the Top End: a few hectares and single or low double-digit megawatts. Weddell would be in a different league altogether.

For national context, CDC's $15 billion Gregadoo campus near Wagga Wagga, AWS's $20 billion commitment and Goodman's $4 billion data centre program show how much capital is chasing powered land. The Territory government is betting some of it will head north.

What it means for industrial land and nearby owners

A gigawatt-scale campus would not just change one parcel. It would bring a gas pipeline corridor, a power station, transmission connections, roads and construction workforce needs. Land along those corridors and around the site is the land most likely to be affected, for better or worse.

For owners of rural and industrial land around Weddell, a few practical points stand out:

  • Nothing is approved yet. The project is at concept stage. Pricing land on the assumption the Weddell data centre is a done deal is a risk.
  • Power is the real value driver. Data centre operators pay for sites that can be connected to large amounts of electricity. Proximity to the proposed generation and grid upgrades will matter more than proximity to the site boundary.
  • Service and logistics land tends to benefit first. Major projects create demand for laydown yards, workers' accommodation, equipment hire and trade supply. Industrial lots in Darwin's southern growth corridor are the obvious candidates.
  • Rural residential owners face trade-offs. Noise, traffic and groundwater have been the dominant community concerns. Buyers will weigh those against any infrastructure upside.
  • Watch the corridors. Pipeline and transmission routes often involve easements and compensation negotiations. Owners should seek advice early if their land is in the path.

Lessons for owners marketing land near a big project

  • Lead with verifiable facts such as zoning, lot size, access and existing power capacity rather than speculation about a neighbouring project.
  • Show the site in context. Clear location mapping that marks the CBD, the port, Weddell and key road links helps distant investors understand the Top End quickly.
  • Expect interstate and overseas enquiry. Material should answer the questions those buyers ask before they visit.
  • Keep campaigns flexible. Political and regulatory news is moving fast, so be ready to update messaging if the Weddell data centre advances or stalls.

What to watch next

The key date is the end of Beetaloo Digital's 12-month exclusivity, which started in July 2026. By then the company is expected to have completed feasibility work, lined up partners and started the approvals process. Any environmental referral for Weddell will be read closely after the EPA's Project Ares finding.

Also watch the completion of NEXTDC D2 Darwin in the CBD, progress on the Bosun cable and the national standards due in 2027. If Labor's position holds, a change of government before mid-2027 could also bring the moratorium back onto the table. For now, the Weddell data centre remains the biggest proposed land use change around Darwin in years.
